The European Bank for Reconstruction & Development (EBRD, London) capitalized ten regional VC funds to catalyze new investment and regional economic growth in Russia. The issues facing these funds and their investment mangers is building quality deal flow and transacting investments in regions plagued with non-operating and debt heavy enterprises, poor business prospects, and low economic activity. Staff issues compounding the investment challenge; personnel with no VC experience were hired to manage regional offices, transact investments and guide investees through liquidation.
HP Russia LP, the fund manager of the EBRDs Lower Volga Regional Venture Fund with US$30MM of VC, engaged IVI to upgrade the investment skills of its staff in the investment process from deal origination through liquidation. IVI accomplished the following in this eighteen-month assignment:
- Conducted a diagnostic review of the Funds operations and personnel in the Volgograd, Samara and Saratov offices and implemented remedies in all aspects of fund operation.
Role modeled the investment process to staff by leading a US$600,000 transaction in a Volgograd printing company; conduct due diligence to international standards, structure the investment though approval from the investment committee.
Establish policies and procedures for fund management, staff training in deal intake through decision including the injection of marketing and sales assistance into investees to boost their operating performance and the value of the Fund's equity.
Managed investment, accounting, administration and fund reporting to the EBRD through the Fund's regional headquarters office in Volgograd.
